Le ministre fédéral du Travail, Steven MacKinnon, écarte, du moins pour l’on the spot, la possibilité de légiférer pour forcer le retour au travail des travailleurs de Postes Canada. Ceux-ci ont déclenché un arrêt de travail à minuit une minute dans la nuit de vendredi.

« Nous n’envisageons pas cela pour le second », a déclaré le ministre MacKinnon alors qu’il participait à une annonce en matière de logement à Montréal. « Nous investissons tous nos efforts à la desk entre les events afin de faciliter une entente négociée », a-t-il affirmé.

Interrogé quant à la tolérance de son gouvernement à l’approche des Fêtes, période où le rôle de Postes Canada devient essential pour plusieurs, le ministre n’a toutefois pas complètement fermé la porte à une éventuelle intervention. « Je prends ça au jour le jour. Évidemment, chaque jour est nouveau avec une nouvelle série d’enjeux. […] Le contexte dans lequel nous négocions est toujours en practice de changer, donc je n’exclus rien et je n’inclus rien. Je ne prévois rien d’autre, aujourd’hui, que d’essayer de faciliter les négociations. »

Des écarts importants

Steven MacKinnon a cependant laissé entendre qu’une resolution négociée apparaissait peu possible à courtroom terme. « Ce sont des négociations très, très difficiles, avec beaucoup d’enjeux qui séparent la gestion de Postes Canada et ses employés. Ces négociations se sont avérées extrêmement compliquées. »

Le ministre a fait valoir qu’il met toutes les ressources à sa disposition en médiation et qu’il fera tout pour faciliter le travail des deux events à la desk. « J’implore donc les deux events de continuer à dialoguer malgré l’avis de grève et l’avis de lockout qu’on vient de voir », ajoutant qu’il suivait les pourparlers « à la minute près ».

Quelques heures avant le déclenchement de la grève, le ministre MacKinnon avait déclaré qu’il avait officiellement nommé le directeur général du Service fédéral de médiation et de conciliation en tant que médiateur spécial pour soutenir les events.

Lettres et colis « ni traités, ni livrés »

La grève fera en sorte que les lettres et les colis « ne seront ni traités ni livrés », a prévenu la société d’État. Ce sont donc environ 55 000 syndiqués des postes qui sont en grève.

Le syndicat a soutenu que peu de progrès ont été réalisés dans le processus de négociation. « Postes Canada aurait pu empêcher cette grève, mais elle a refusé de négocier de véritables options aux problèmes auxquels nos membres sont confrontés chaque jour », a dénoncé le syndicat dans un communiqué.

« Au lieu de cela, Postes Canada ne nous a pas laissé le choix en menaçant de modifier nos situations de travail et d’exposer nos membres à des mises à pied », a-t-on ajouté. Le syndicat avait déposé un préavis de grève de 72 heures plus tôt cette semaine.

Ses revendications concernent entre autres les salaires, les situations de travail, le droit à un départ à la retraite « dans la dignité » et la diversification des providers offerts par le service postal public.

« La grève est une mesure de dernier recours. Nous avons encore espoir d’obtenir des conventions collectives négociées, mais pour ce faire, Postes Canada doit vouloir résoudre nos problèmes, qu’ils soient récents ou de longue date », a souligné le syndicat dans son communiqué.

La livraison interrompue

En réponse au préavis de grève, Postes Canada avait transmis au syndicat un avis de lockout, tout en faisant savoir que son intention n’était pas de s’en servir.

Dans une déclaration transmise tôt vendredi, la société d’État a confirmé que « Postes Canada cessera ses activités pendant (la) grève nationale, ce qui touchera les entreprises et des thousands and thousands de personnes au pays ».

« Il y aura des retards en raison de la grève. Le courrier et les colis ne seront ni traités ni livrés durant la grève nationale et certains bureaux de poste seront fermés. Les garanties de service seront touchées pour les articles déjà dans le réseau postal. Aucun nouvel article ne sera accepté jusqu’à la fin de l’arrêt de travail à l’échelle nationale », a-t-on mentionné.

Postes Canada a expliqué que le courrier et les colis qui se trouvent actuellement dans son réseau seront sécurisés, et qu’ils seront livrés à la reprise des activités selon le principe du premier entré, premier sorti.

« Toutefois, une grève nationale, peu importe la durée, aura une incidence sur le service bien après la fin de la grève. La fermeture d’installations à l’échelle du pays aura des répercussions sur l’ensemble du réseau nationwide de Postes Canada. Cela pourrait prendre un sure temps avant que le traitement et la livraison reviennent à la normale », a-t-on averti.

Les chèques toujours livrés

Postes Canada et le syndicat avaient précédemment convenu de continuer de livrer les chèques de prestations sociales des organismes gouvernementaux même pendant une grève. Les chèques du mois de novembre seront livrés mercredi prochain.

En 2018, lorsque les travailleurs de Postes Canada avaient amorcé des grèves tournantes dans les différentes provinces, le gouvernement fédéral avait fait adopter une loi spéciale pour forcer leur retour au travail.
