(Port-Vila) Les secours continuent mercredi de rechercher des survivants dans les décombres des bâtiments détruits dans la capitale du Vanuatu, au lendemain d’un puissant séisme qui a frappé l’archipel du Pacifique et fait au moins neuf morts, selon le gouvernement native.
Le séisme a entraîné « neuf morts confirmés par l’hôpital central Vila », selon le dernier bilan, revu à la baisse, obtenu mercredi par l’AFP auprès du Bureau nationwide de gestion des catastrophes.
La même establishment avait fait état mardi soir de 14 morts. Aucune explication n’a été fournie par les autorités.
Le tremblement de terre, de magnitude 7,3, est survenu mardi à 12 h 47 locales (20 h 47 heure de l’Est) au massive de l’île principale de l’archipel, où se trouve la capitale, Port-Vila.
D’après le bureau des Affaires humanitaires de l’ONU (OCHA), « quelque 116 000 personnes pourraient être affectées par les pires impacts du séisme ».

Deux des personnes mortes sont des ressortissants chinois, a rapporté l’ambassadeur de Pékin au Vanuatu à la télévision chinoise.
Face aux « graves conséquences » du séisme, suivi de plusieurs répliques, le Vanuatu a décrété l’état d’urgence pour sept jours ainsi qu’un couvre-feu de 18 h à 6 h locales (7 h à 14 h heure de l’Est), a annoncé le porte-parole du gouvernement.
« Des gens se trouvent encore dans les parcs et d’autres endroits parce qu’ils ont peur de rentrer chez eux, de crainte de répliques », a décrit à l’AFP Rebecca Olul, responsable au sein de l’antenne locale de l’UNICEF.

Selon des photos de l’AFP, des sauveteurs utilisent des pelleteuses et autres engins pour dégager des gravats de bâtiments en béton effondrés, en entraînant un nuage de poussière.
La secousse a provoqué des « dégâts structurels considérables » dans au moins 10 bâtiments parmi lesquels un hôpital, rapporte le gouvernement.
Deux importantes réserves d’eau fournissant Port-Vila, « totalement détruites », vont devoir être reconstruites, selon les autorités locales. Le principal port de Port-Vila est quant à lui fermé « en raison d’un essential glissement de terrain ».
La responsable de la Croix-Rouge dans le Pacifique, Katie Greenwood, a également fait point out sur le réseau X de « beaucoup de dégâts sur les habitations ».

Déploiements australiens et néo-zélandais
L’aéroport qui dessert Port-Vila a été fermé aux vols commerciaux mais permet néanmoins l’arrivée de vols d’aide humanitaire, a indiqué le gouvernement du Vanuatu.
Une alerte au tsunami avait initialement été déclenchée par le Pacific Tsunami Warning Middle (PTWC) dans la foulée du séisme, redoutant des lames d’un mètre de haut le lengthy de certaines côtes du Vanuatu. Elle a depuis été levée.
Des ingénieurs français y ont installé des équipements mobiles de communication satellitaire et, après experience, la piste a été « déclarée opérationnelle », a rapporté l’ambassadeur français sur X.
Quelque 2300 Français vivent au Vanuatu, d’après une supply diplomatique. Les autorités françaises disposent de forces armées, avec des moyens aériens, en Nouvelle-Calédonie, à 600 kilomètres du Vanuatu qui compte le français parmi ses langues officielles.
L’Australie, plus grand voisin du Vanuatu, ainsi que la Nouvelle-Zélande ont déployé des professionnels de santé et des secouristes, dont une équipe australienne de 64 personnes appuyée par deux chiens de recherche, selon leurs gouvernements.
« Nous nous tenons prêts à porter help au gouvernement du Vanuatu s’il en fait la demande », a indiqué sur X la mission diplomatique américaine en Papouasie–Nouvelle-Guinée, au nord-ouest de l’archipel meurtri.
L’ambassade américaine à Port-Vila, établie dans le même bâtiment que celle de la France, « a subi des dommages considérables et est fermée jusqu’à nouvel ordre », avait indiqué la même supply.
Selon Behzad Fatahi, ingénieur en génie civil et parasismique de l’Université de technologie de Sydney, il faut être attentif aux conséquences à retardement.
« On s’attend » à ce que le séisme « ait provoqué des fissures dans les murs en maçonnerie, l’instabilité des fondations et le basculement des constructions vulnérables », a-t-il prévenu.
